The regulation of water utilities is carried out by the Water Utility Regulation department (WURD) of the Ministry of Water and Environment. The department is mandated to regulate water utilities managing piped water systems by contract, as enshrined in Cap 152 of the Water Act. The regulatory approach is by performance contract with the Water Utilities as provided in the Uganda Water Act Cap 152-2&3 (Water Supply regulation, and the sewerage regulations). All the regulatory functions are undertaken following this framework in order to ensure safety, reliability, equity, affordability and quality of water supply services to all Ugandans.
The respective water utilities are National Water and Sewerage Corporation (NWSC), the six (6) regional Umbrella Water Authorities of Water and Sanitation, Buikwe Local Government and (KIS).
